I got my inspiration from the Dutch government: they play a continuous game and keep changing the rules and regulations. For instance: social housing is a game. Players can become disqualified, they fall down the hatch with no safety net. The result is a insecure existence. The Netherlands is on its way to become a dystopia for the needy.
Only the greedy will survive.
